Austrian philosopher Karl Poppers works ''The Poverty of Historicism'' and ''The Open society and its Enemies'' are critique of various widely accepted approaches to the methodology of the Philosophy of History. Popper emphasized the conditional character of scientific prediction - its dependence upon universal laws and initial conditions. Popper considers that Falsifiability is a criterion of the scientific character of a theory. Popper was not concerned with meaning, and stressed that metaphysical statements which are not testable - may none the less meaningful and that some had played an important role in the development of science. Popper offered a detailed critique of Plato's, Hegel's, Marks's, Kont's and Miller's works, and he proposed that we should adopt a strategy of piecemeal social planning, in which attempts to solve our collective problems are followed up by the critical scrutiny of their actual outcomes.
